Objective

  • The Drug Procurement Branch of GMSCL is entrusted with the responsibility to ensure efficacy, safety, cost effectiveness and timely Procurement of drugs, vaccines & sera, implants, kits & reagents and surgical items.
  • It ensures transparency in Procurement of drugs by open tender invitation to all reputed manufacturers of India as per the terms and conditions laid down in the tender document.

New Initiatives

  • Monthly review meeting of all Direct Demanding Officers by video conference has been started since year 2015-16 which ensures constant interaction with stakeholders and the issues can be resolved promptly and it also ensures better overall coordination.
  • Procurement of Laboratory Reagents and Kits for primary, secondary and tertiary healthcare organization.
  • Centralized procurement of medical gases and implants (incl. Cochlear implant) are being done for the first time.
  • Tenders are being floated for a period of two years instead of one year to ensure there are no supply chain gaps and the branch can concentrate on improvement in supply chain. This has also resulted in bringing down prices of procurement to a great extent.
  • e-aushadhi software is being implemented from year 2016-17 across the state in an attempt to use technology for better delivery of services and improve compliance at all levels.
  • To ensure the quality of procurement improves, drastic changes have been brought in the tender document and stringent norms have been prescribed for packing and supply.

Way forward

  • Initiating online Vendor Registration System (VRS) and File Tracking System (FTS).
  • ISO certification for the branch and standardization of systems and procedures at all levels.
  • Developing procurement and supply chain manual for GMSCL.
  • WHO/GMP Certification will be consider compulsory from 01/04/2017 for all.
